Two submission tracks
Separating infrastructure from conclusions
Track A — methods and infrastructure
Current gate: external-review candidate, not submission-ready.
Scope: source surveillance, bounded collection, record linkage, audit trail, validation, publication firewall, reproducibility and human-governance design.
Outstanding: frozen release candidate, independent reproduction, reviewer declarations and response record, protected-change controls, reliable scheduled backup and replacement of the legacy publication relay.
Track B — health and cessation synthesis
Current gate: not submission-ready; conclusion-sensitive publication prohibited.
Scope: pre-registered questions, eligibility decisions, verified outcomes, comparators, smoking and dual-use history, funding/conflicts, risk of bias, uncertainty and independent scientific judgement.
Outstanding: complete a governed human-review pilot, assess extracted outcomes and complete second-person verification before any effect or causal synthesis.
